[Mooney-longbody] idiots at the controls

Today whilst returning home to Blue Ash I was vectored for the GPS24  
approach in visual conditions. Once established and inside the FAF I  
cancelled and went over to CTAF. I announced 5 miles out landing 24.  
At 3 miles I announced again. At about a mile I announced short final,  
landing 24. At 700' I got a TCAS alert - I could see an airplane  
approaching the rwy but assumed it would hold short. At 500' I got  
another verbal TCAS alert - the Cessna was almost to the rwy. At 300'  
the Cessna pulled ONTO the rwy. At 200' AFTER entering the active  
runway, the Cessna anounced his intentions to depart 24 etc... At  
about 150' I went around, cursing under my breath.

I announced "Mooney on the go, will parallel the Cessna to it's right"  
As I flew past the Cessna I said "thanks a lot, Jerk - you just pulled  
onto an active runway in front of a plane about to land". The Cessna  
who had been silent up to now except for his announcement after taking  
the runway, replied: "Didn't you ever make a mistake?". Me: "Yes,  
plenty, but entering an active runway without looking or listening is  
not one of them"

After I landed and thought about it while unloading the airplane I got  
really mad - more at his "so what" reaction than to his idiotic  
action. I decided that I wanted to have this guy get remedial  
instruction of some sort. The plane was either one from a flying club  
on the field or the FBO that has a flight school. My thought was to  
find whomever was responsible in making sure pilots and/or students  
were correctly checked out and insist that they get some re-learning  
of runway incursion issues - or I would call the FAA and let them  
arrange the remedial instruction. My intention is to make the place  
safer, not to bust balls by getting the FAA involved.
