Peter, look carefully at the last seven words.  It doesn't say "should 
not be used as a position report under any condition".

 From AIM 4-1-9 g 1: "Pilots stating, /"Traffic in the area, please 
advise"/ is is not a recognized Self-Announce Position and/or Intention 
phrase and _*/should not be used under any condition/*_."

Also note that this is the last sentence of the paragraph discussing 
Pilot self announcement procedures at/around uncontrolled airports.
