Many are Truck treads from underinflated tires; run so long that the bond 
melts and the tread comes off.

Which are almost always from new tires, as it happens.  This from a tire
engineer whose job was to analyze them.

There's no evidence that recaps are any less reliable than new.  In fact,
the evidence indicates the reverse.
